Americans earn a Spanish driver’s license like a first-time driver: the permiso B, the ordinary car license, takes a medical report, a 94.05 euro fee, a theory test and a road test. There is no paperwork swap, because the list of exchange agreements kept by the DGT (Dirección General de Tráfico, Spain’s traffic authority), updated June 26, 2026, names no U.S. state. The U.S. license guide covers the narrow exchange route for professional drivers. Once your normal residence in Spain begins, the DGT gives a foreign license at most six months of validity. This article is for informational purposes only and is not legal advice; verify current requirements with the relevant Spanish authority or a licensed professional.
What goes wrong when Americans start the Spanish license too late?
The six months run out before you pass the road test. The DGT counts them from the day you acquire normal residence, which the drivers regulation, Royal Decree 818/2009, ties to living at least 185 days in a calendar year, counting only lawful residence. No document fixes that day; the six-month rule guide advises counting from your entry on a residence visa.
Three details make it worse:
- A possible six-month wait before you can file. Article 7.1.a of the regulation asks a foreigner to prove normal residence or a study stay in Spain “of at least six months”, which can be read as covering residents and students alike. The DGT’s requirements page, updated July 9, 2026, applies a continuous six-month minimum only to students from outside the EU, as does the DGT’s 2024 manual for learner licenses. If your Jefatura Provincial de Tráfico, the provincial traffic office, follows the first reading, you could only file as your U.S. license lapses: ask it before you book anything.
- The wait for a road test. The Jefatura sets exam dates and shares road test capacity among the province’s driving schools by demand and pass rates (article 51.1 and annex IX).
- Two failures, a new fee. The fee buys two sittings; fail twice, in the same test or in different ones, and the DGT e-office requires a new application and fee.
Start once your residence and your padrón entry, the town hall register of residents, are on record: the application form says the DGT checks your identity, padrón and legal residence electronically, and the empadronamiento guide covers registering.
From medical report to card: the steps and their clocks
Steps follow the DGT’s requirements page; deadlines come from Royal Decree 818/2009 unless another source is named.
- Medical fitness report, valid 90 days. Get an informe de aptitud psicofísica at a centro de reconocimiento de conductores (CRC), an authorized driver medical center the DGT maps by province. It checks vision, hearing and other functions (article 43.2) and sends the result to the DGT electronically; under Royal Decree 170/2010, the report is valid 90 days from the day after issue.
- Application and fee, before the report expires. File modelo 04, the official form, at the Jefatura with tasa 2.1, the 94.05 euro exam fee, as the DGT e-office describes; a driving school usually files it for you.
- Theory test, on the date the Jefatura sets. If you sign up at the exam for Cl@ve, the government’s online ID system, the result can reach the DGT’s miDGT app within an hour, the DGT says. A pass stays valid 2 years from the next day.
- Driving school training, before the road test. Article 41 requires it unless you have held a license of an equivalent or higher category or learn on a learner license (article 41.4).
- Road test, no more than 6 months after your previous sitting, except for illness or another duly justified cause. It takes 30 minutes in all under the DGT’s March 2026 grading criteria.
- Provisional license, valid 3 months, in Spain only, issued when you pass, per the DGT e-office.
- The card, by mail in about a month and a half, with no further step or fee, says the requirements page.
The application: documents and the 94.05 euro fee
Under article 8.1 and annex III of the drivers regulation, you apply to the Jefatura where you want the license. You give your NIE, the foreigner identity number, and consent to electronic identity checks, or else a copy of your TIE, the foreigner identity card. The photo, 32 by 26 mm in color, reaches the DGT through the medical report. In person, a non-EU foreigner shows a valid residence authorization, the e-office says; see how to get an NIE and the TIE card guide. You can also file online through the DGT’s electronic register with a digital certificate or Cl@ve after paying the fee; the DGT warns that such a filing is not automatic and has no guaranteed processing time.
Plan on 94.05 euros for tasa 2.1, the exam fee for the permiso B. That is the amount on the e-office, on the DGT’s exchange page of June 26, 2026, and in its fee catalog, which says prices are the same across Spain. Two older figures are still online: the 2018 version of the consolidated fee law, Ley 16/1979, shows 92.20 euros, and a DGT fee PDF created in December 2020 shows 93.12 euros. A note in the consolidated law says budget laws update the amounts yearly; with no 2026 budget, the 2023 budget law was extended, as Royal Decree-law 3/2026 recorded in February.
- Waits after two failures. After two failed sittings of a test, the regulation requires at least 10 days before the third, which takes a new fee, and 15 days between later ones.
- Payment. At DGT offices by debit or credit card only, never cash. A fee bought online works at any Jefatura, and one paid in an earlier year can be topped up by paying only the increase, says the fee payment page.
- Extras. Two costs have no official figure on the pages read here. Driver medical centers have set their own prices since 2002, the preamble of Royal Decree 170/2010 records, and the fee excludes the driving school, says the requirements page.
The theory test: 30 questions, 3 mistakes allowed
The car theory test is 30 questions with three options each, the DGT said in October 2025, within the regulation’s frame of 30 to 50 questions with one to four correct answers. The regulation allows 1 minute per question and fails anyone whose errors exceed 10 percent of the questions, so 3 mistakes pass and 4 fail. The same note announced a risk-perception video question, with extra time, for the last quarter of 2025; no official page read here confirms it has started.
- Language. The application form offers the car test in Spanish, English, French or German, and in a co-official language only within its region: Catalan in Catalonia and the Balearic Islands, Basque in the Basque Country and Navarre, Galician in Galicia, Valencian in the Valencian Community.
- Adjustments. When the DGT added the easy-read test (Lectura fácil on the form) and headphone audio in September 2024, the audio covered tests in Spanish only, with all languages planned later; no page read says whether it now covers English. The Jefatura decides on requests for extra time, which the regulation reserves for duly justified special needs.
- On your own. The e-office lets you apply por libre, on your own. The requirements page links free DGT practice tests in the real format and your chosen language, but only two or three different ones per license type, meant to show the format, not to prepare you. The DGT’s 2024 training manual says independent candidates are relatively frequent at the theory test.
Only candidates, examiners and teachers or authorized companions may ride in the road test car, where the examiner alone gives instructions (article 55). No page read here names the examiner’s language or mentions interpreters: ask the Jefatura or your driving school.
Driving school and the road test
Driving school: required unless your Jefatura says otherwise
Article 41 of the drivers regulation admits nobody to the road test without training at an authorized driving school (autoescuela), unless they have held a license of an equivalent or higher category. Whether a U.S. license qualifies is for your Jefatura to confirm; until it does, plan on a driving school.
Article 41.4 offers a one-time learner license (licencia de aprendizaje) instead. The DGT’s 2024 manual says the 1981 order behind it is still in force. Your companion must be an unpaid relative, friend or neighbor who has held a B license for more than five years. The car needs dual brake and clutch, a manual transmission and V-14 learner plates. The learner license lasts at most 8 months after the theory pass, with speeds capped at 40 km/h in town and 80 km/h outside. The manual calls its use “merely anecdotal”. Either way, the test car needs dual brake, clutch and accelerator controls (annex VII), with a teacher or your trainer at them (article 55.1). The same annex limits a license earned in an automatic to automatics.
What the examiner checks
The permiso B has no separate maneuver test: you perform at least two maneuvers on the road, says the DGT’s page on license classes. The regulation requires at least 25 minutes of driving (annex VI) and, where possible (article 58.2), roads outside towns, freeways or divided highways and all urban street types, including 30 and 50 km/h zones. Faults are graded eliminatory, deficient or minor. You fail with 1 eliminatory fault, 2 deficient faults, 1 deficient plus 5 minor faults, or 10 minor faults, thresholds the March 2026 grading criteria repeat.
To contest the examiner’s report, the DGT’s road test page gives you 15 business days from the day after notification to file a complaint with the Jefe Provincial, the head of the provincial office. It then allows one month to appeal to the Director General.
Waiting for a date
Annex IX of the drivers regulation runs road tests in cycles meant to last 5 to 15 business days, in which every driving school in the province gets a turn. No page read here says how a candidate on a learner license is slotted in, or gives an average wait. From May 2026, the DGT piloted a Plan de Refuerzo Operativo de Exámenes, an exam reinforcement plan, in Lleida, Navarre, Almería and Palma de Mallorca. Its June 16, 2026 press release says under 10 percent of the candidates on the schools’ so-called waiting lists took the test (in Navarre, 275 out of more than 6,000). Barcelona and Tenerife were scheduled next, for June. The same release lists 130 more examiner posts; 101 new examiners joined in September 2025.
If force majeure keeps you from a test, the e-office says you can ask to cancel your exam appointment so the sitting is not lost. Your file, with its remaining sittings, can also move to another driving school.
Novice rules after years of driving in the U.S.
Three rules target new drivers, each treating your U.S. years differently.
- The L sign for 1 year: not after a year on your U.S. license. Annex XI of the General Vehicle Regulation (Reglamento General de Vehículos) requires first-time license holders to show the green V-13 L sign at the rear left for one year. It does not count as first-time anyone who actually held another national or foreign license of any class for at least a year.
- The lower alcohol limit for 2 years: plan on it. Article 20 of the Reglamento General de Circulación, Spain’s rules of the road, sets 0.3 grams per liter in blood or 0.15 milligrams per liter in exhaled air for two years after you obtain your license. The general limits are 0.5 g/l and 0.25 mg/l, and no exemption is stated for a foreign license. Above 0.15 and up to 0.30 mg/l, a driver in those 2 years loses 4 points, and above 0.30, 6 points, under annex II of the Traffic Law.
- 8 points instead of 12: unsettled. Article 63 of the Traffic Law starts a license up to 3 years old on 8 points unless the holder already held another license that old. The DGT’s points page, updated September 22, 2026, says only that novices start on 8, and neither text says whether a U.S. license counts. Two years without a final sanction for a point-losing offense bring you to 12 (article 65.2); the DGT page adds a bonus that can take you to 15.
Once the card is yours: validity, digital license and changes ahead
The permiso B lasts 10 years until you turn 65, then 5, under the drivers regulation. The miDGT app holds a digital license valid for traffic purposes in Spain only, checked by QR code, and the DGT still recommends carrying the card, as it did at the March 2020 launch.
The minimum age is 18, says the DGT’s license classes page. The DGT noted in April 2026 that EU Directive 2025/2205 sets a 2-year probation for new drivers and allows accompanied driving from 17. Neither is Spanish law yet, and Spain must transpose the directive by November 26, 2028. The reform of the rules of the road by Royal Decree 518/2026, applying mostly from October 1, 2026, targets vulnerable road users; the DGT’s press release of September 24, 2026 mentions no change for novices.
Your next step: settle two questions with your Jefatura
Once your TIE and padrón are in order, ask your Jefatura whether you can file before six months of normal residence, and whether your U.S. license counts as an equivalent category that spares you driving school. Then book the medical report at a CRC and file within its 90 days.
You can handle the theory part alone if you read Spanish, English, French or German well, applying online with Cl@ve or a digital certificate. The road test, in practice, runs through a driving school and its dual-control car. Get help from the Jefatura or a licensed professional when your residence start date is unclear, when your file nears six months between sittings, or when you want to contest an examiner’s report. Can I apply for a Spanish license before six months of residence?

Will I need an L sign and start with 8 points?
Not the L sign, if you actually held your U.S. license for a year or more. The regulation states no such exemption for the lower alcohol limit of your first 2 years, so plan on it. The law starts a license up to 3 years old on 8 points instead of 12 unless you held another license that old; the DGT does not say whether a U.S. license counts.
