A U.S. high school diploma does not open a Spanish university by itself. Spain first declares it equivalent to its own título de Bachiller, the upper secondary diploma, through homologación (homologation) under Royal Decree 104/1988. The same procedure converts grade 11 into the first year of Bachillerato, by convalidación, and grade 10 into the Graduado en ESO, the compulsory secondary title. University admission then runs through UNEDasiss, the distance university’s service for students from foreign systems, with extra rules in Madrid and Catalonia. What stops a U.S. diploma from counting in Spain?
Homologation makes a foreign title academically equivalent to the Spanish one, under a decree the Ministry’s list of rules still cites. The Ministry of Education, Vocational Training and Sports accepts only official studies fully completed in the foreign system. Five things sink or weaken a U.S. file:
- A GED or an honorary diploma. The GED is not homologated to the Bachillerato, and an honorary diploma is not a High School Diploma, the U.S. country sheet says.
- Online classes taken from Spain. Foreign programs followed online or at a distance from Spain cannot be homologated, UNEDasiss warns.
- Paperwork in the wrong form. The Education Office’s guide rejects notarized photocopies, apostilles from a state other than the issuing one, and apostilles dated before the notarization.
- A missing transcript. Under the resolution of July 3, 2024, each Bachillerato-level year without its certificate counts as 5.00 in the credential’s average, which is not redone if the certificate arrives after the credential.
- A refusal after conditional enrollment. The volante, a stamped slip, lets a student enroll while the file is pending; if homologation is refused, the 1988 order voids that enrollment and any exam results obtained with it.
From grade 11 to a Spanish campus: the 2026 calendar
These are the 2026 dates; no 2027 dates were out on September 26, 2026. Filing before graduation is the advice of the Education Office’s webinar of March 18, 2026.
- Grade 11 or early grade 12. Get the grade 10 and 11 transcripts signed by a school official before a notary, apostilled by the school’s state and translated by a sworn translator.
- Before graduation. Apply online, pay the fee and file the form, the volante, your passport, the receipt and those transcripts, so the volante gets its registry stamp.
- From February 4. The UNEDasiss accreditation window opens; with only the volante, the accreditation is provisional.
- March 16 to April 28, 2026. Applications for the May and June session of the PCE (pruebas de competencias específicas), the UNEDasiss subject tests, per the key dates page.
- May 25 to 29 in Spain; June 10 to 13 in New York and Seattle. PCE exams, the U.S. dates from the webinar; results by June 22.
- June. Send the legalized grade 10 to 12 transcripts and the diploma to complete the file.
- July 1 to 22, 2026. Applications for the September session, with exams from September 2 to 8.
- July 7, 2026. Public universities had to keep preinscription, the application for a place, open until then for students from non-EU systems without an agreement, and take into account access grade accreditations sent by July 31 by those who applied on time, under a resolution of April 23, 2026.
- October 31. Last day for the credential or pending documents to update the UNEDasiss grade.
- December 1. The window closes, per the key dates page; the UNEDasiss FAQ says November, so plan on November.
Homologation, convalidation or nothing: what each grade needs
Each stage of U.S. schooling has its Spanish procedure:
- Primaria or ESO: nothing. Students from foreign systems do no convalidation to join any year of primary school or ESO (Educación Secundaria Obligatoria, compulsory secondary education, which ends with 4º ESO), the 1988 order says; see the school enrollment guide.
- Grade 10 completed: homologation to the Graduado en ESO, free, with transcripts of the last 4 years, the Ministry’s page says.
- Grade 11 completed: convalidation for 1º de Bachillerato, the first of the two Bachillerato years, at 24.88 euros in 2026 per the Education Office’s 2026 webinar.
- Grade 12 with the diploma: homologation to the título de Bachiller, the title universities ask for, with at least the last 3 years of transcripts, at 49.76 euros in 2026 per the same webinar.
The subject rule for students who studied in Spain first
A student schooled only in the U.S. needs passing grades in every subject but no specific subjects, the country sheet says; Catalonia’s page also asks at least one credit for every subject taken. For a student with 2 years or less in U.S. schools after Spanish schooling, the pages disagree on the grade 12 minimum:
- the country sheet, dated February 18, 2020 by its file data: 4 listed subjects, or 5 without a diploma, three from the same group (A for sciences, B for humanities);
- the Education Office’s guide (October 2024 file data) and its March 2026 webinar: 4, three from the same group;
- Catalonia’s page on U.S. studies, updated January 24, 2025: 5, three from the same group, each worth at least one credit.
Plan on 5 qualifying subjects, 3 from one group, each passed in both semesters and worth a credit, which meets all three. Where the school or state issues no diploma to foreign or partial-program students, a Carta de no Diploma from the school replaces it, with the fifth subject.
Apostille, translation and where to file
Documents must be official, legalized and officially translated into Spanish, and the Ministry’s FAQ confirms the 3 years of transcripts. A Spanish registry makes verified copies from the legalized originals and hands them back, the documents page says.
The state apostille. For Hague Convention countries such as the U.S., the apostille alone is enough. The Education Office’s guide describes two steps: a school official signs before a notary (an acknowledgement or a jurat), then the Secretary of State of the school’s state issues the apostille, unlike the federal apostille on the FBI check in the pre-move checklist. In Catalonia, the school authority itself must take the documents to the notary, not the family or an agent, Catalonia’s page says.
The translation. The Education Office’s guide wants everything, apostilles included, translated by a sworn translator on the Spanish Foreign Ministry’s register; the Ministry also accepts a Spanish consulate, among other routes.
Filing. You fill in the form on the Ministry’s e-office, print it and file it with the documents at an official registry, all year round, the procedure sheet says. The filing page lists the registries of article 16.4 of Law 39/2015, the Government delegations, the Ministry and Spanish consulates abroad; it does not say whether the whole file can go through the general electronic registry. In the U.S., the Education Office in Washington, D.C. and the Education Attachés in New York, Miami and Los Angeles take files: you email one PDF, then show the originals at an appointment, per the step-by-step guide.
The fee, the decision and the volante
The fee goes on form 790 code 079. The Ministry’s 2026 form lists 49.76 euros for the Bachiller and 24.88 euros for convalidation, and the Graduado en ESO is free, the fee page says. The 2026 webinar and the La Rioja inspectorate’s instructions give the same amounts, updated from the 40 and 20 euros of Law 53/2002. In Spain you pay in cash at a collaborating bank; from abroad, by transfer to the Treasury’s account at the Banco de España, transfer costs on you, per the Ministry’s payment rules.
Who decides. Residents of Catalonia, Galicia and the Basque Country file with their regional education department. Elsewhere the Ministry decides, and the Alta Inspección, the state’s education inspectorate in the Government delegations, handles files covered by equivalence tables (competent bodies). Catalonia charges 71.05 euros for the Batxillerat (Catalan for Bachillerato) and 35.55 euros for convalidation, ESO free, on a fees page updated July 23, 2026. The Galician and Basque fees were not checked for this guide.
The clock. The decision is due within 3 months of the date the file is complete, under Royal Decree 104/1988 and the Ministry’s decision page. An incomplete file gets 10 days to be fixed, up to 3 months for foreign documents lacking formalities, or it is closed. Once the 3 months pass with no decision, silence counts as a refusal, open to appeal, though a decision is still owed. No official page gives real processing times, and Catalonia’s May 2026 instruction mentions a backlog.
The credential. It has the same effect as Spanish school records. Its average, the nota media, comes from the two years that match Bachillerato under the 2024 resolution, in force since July 31, 2024, whose U.S. annex covers letter grades (2 for a D to 5 for an A), plus and minus grades, and 0 to 4, 0 to 100 and 0 to 10 scales, all turned into a grade out of 10. The 2020 country sheet still cites the repealed 2018 resolution and a minimum pass of 5 on 0 to 10 scales, where the 2024 annex sets 6: plan on the 2024 rules.
Enrolling while you wait
The volante de inscripción condicional comes with the online form and counts only once it bears the registry’s entry stamp, the procedure sheet says; Royal Decree 104/1988 then lets schools admit the student conditionally. Under the 1988 order, it must name the studies or exams you plan to enroll in, and it is valid for 6 months from the stamp for enrolling, then only for that academic year. If the delay is not your fault, the office may issue a new one, valid for one academic year at most. Catalonia’s instruction of May 12, 2026 extends every pending volante through the 2026-2027 school year.
University access through UNEDasiss
The LOE, Spain’s education law, requires students from non-EU systems without a reciprocity agreement, the U.S. case, to meet the homologation requirements and pass an access test the Government is to regulate. That regulation was still missing when the BOE last consolidated Royal Decree 534/2024, on July 2, 2026, whose transitional provision keeps articles 3, 4, 9 and 10 of Royal Decree 412/2014 in force for these students; article 4 lets universities admit conditionally a student who proves the homologation was requested. Royal Decree 534/2024 spares EU and agreement systems, the European Baccalaureate and the IB Diploma from homologation, but not a plain U.S. diploma, which UNEDasiss puts on its track for other non-EU systems.
What UNEDasiss does. It does not homologate: its FAQ calls the Bachiller homologation indispensable for its accreditation, a digital certificate for admission that carries your access grade and PCE results. Filed with the volante and apostilled transcripts of the last two years (documents step), the accreditation stays provisional until the credential arrives, under UNED’s accreditation rules. For non-EU systems it is valid for 2 years.
The grade and the tests. UNEDasiss takes 0.2 times the Bachillerato average plus 4, then adds 0.1 times each of up to 4 PCE grades passed that calendar year, up to 10, the UNEDasiss FAQ says. Without PCE, the grade lands between 5 and 6, and universities may add up to 4 points. You may take up to 6 PCE, and UNEDasiss recommends at least 4 on a first application; the PAU, Spain’s own entrance exam, is not open at UNED to students from other systems. The 2026 papers come in Spanish and English, but you answer in Spanish, except in the foreign-language exam; the DELE exams guide describes the levels of Spanish.
Cost and timing. The prices page shows its table in an image named for 2025 and dated February 14, 2025, and no text says these are 2026 prices: 70 euros for the access grade, 35 euros for one PCE up to 140 euros for six, 25 euros for the Modalidad de Bachillerato accreditation, 30.30 euros to open a file and 15.15 euros of secretariat costs. Apply at least 6 weeks before the university’s preinscription closes; UNEDasiss has up to 3 months to decide and often takes about 3 weeks, its key dates page says.
Madrid and Catalonia add their own conditions
Madrid. Public universities want homologation from non-EU students plus the Modalidad de Bachillerato accreditation, earned with at least 3 PCE, for the ordinary allocation of places; without it, only the extraordinary call is open, the Comunidad de Madrid says on a page updated June 3, 2026.
Catalonia. The university portal, updated April 14, 2026, has homologated non-EU students sit the access phase of the PAU or the PCE, and computes the access grade as 0.4 times the access-phase average plus 0.6 times the homologated Bachillerato average. In its September call, an applicant with only the volante, or with homologation but no PAU or PCE, is placed last.
Your first move this school year
This month, ask the high school for the grade 10 and 11 transcripts signed before a notary, order the state apostille and book a sworn translator, so you can file before graduation and hold a stamped volante when the next UNEDasiss window opens; its 2027 calendar was not out on September 26, 2026.
A family whose child studied only in U.S. schools and graduates with a diploma can file alone. Ask the Education Office or a licensed professional first after Spanish schooling with 2 years or less in the U.S., online classes taken from Spain or a GED, and after a refusal or 3 months of silence. FAQ
Does my child need homologation to start school in Spain?
Not for the early years. Under a 1988 ministerial order, students from foreign systems need no convalidation to join any year of primary school or ESO, the compulsory secondary stage that ends with 4º ESO. A completed grade 10 can be homologated to the Graduado en ESO for free, and grade 11 converts to 1º de Bachillerato by convalidation, 24.88 euros on the Ministry's 2026 form.
Is a GED accepted for university in Spain?
Not through homologation. The Ministry's U.S. country sheet says GED equivalency diplomas are not homologated to the Spanish Bachillerato, and that honorary diplomas do not count as a High School Diploma either. Since UNEDasiss treats the Bachiller homologation as indispensable for U.S. students, ask the Education Office in the U.S. about your situation before planning on a Spanish university.
Can my child start at a Spanish university before homologation is granted?
Possibly. The stamped volante lets a student apply to UNEDasiss, whose accreditation then stays provisional until the credential arrives, and Royal Decree 412/2014 lets universities admit students conditionally if they prove they asked for homologation. The risk is real: under a 1988 order, if homologation is refused or not granted as requested, the enrollment and exam results obtained with the volante are void.
Does a U.S. online high school diploma count in Spain?
Not if the courses were taken online or at a distance from Spain. UNEDasiss relays the homologation offices' warning that such foreign programs cannot be homologated to the Spanish Bachillerato, and the Ministry only accepts official studies fully completed in the foreign system. A family living in Spain should ask the Education Office before enrolling a child in a U.S. online program.
How long does homologation take?
The legal deadline is 3 months from the day the file is complete, and silence after that counts as a refusal, although the office must still issue a decision. The official pages publish no real processing times, and Catalonia extended pending volantes for 2026-2027 because of a backlog. Filing before graduation lets the stamped volante cover the months of waiting.
Does an IB Diploma need homologation for a Spanish university?
Not for university access. Royal Decree 534/2024 exempts the International Baccalaureate Diploma, the European Baccalaureate and titles from EU or agreement systems, and UNEDasiss places IB students on its first track. A plain U.S. High School Diploma is not on that list, so it goes through homologation and the track for other non-EU systems, where UNEDasiss recommends at least 4 PCE.
